Syria’s General Intelligence Directorate apprehended Ali Kayali, the al-Assad regime militia commander associated with the 2013 Bayda and Baniyas killings, as he was attempting to exit the country, the state-run SANA news agency reported. Kayali, also known as Mihrac Ural, is accused of leading armed organisations that carried out killings alongside the forces of the ousted dictator Bashar al-Assad, especially in the coastal province of Tartus and rural districts of Latakia, Aleppo and Idlib.
The Syrian Observatory for Human Rights, citing anonymous sources, said Kayali was abducted from his home in Mansourieh in Lebanon and not at a Syrian border crossing. Armed men with Lebanese accents invaded the property and removed Kayali, along with his wife and brother-in-law, from the premises, the sources said. Lebanese authorities did not comment on the report.
Kayali, 70, was involved in the massacres in Bayda and Baniyas in May 2013 when regime soldiers and allied militias raided residential areas in Tartus province and summarily executed citizens. The Syrian Network for Human Rights identified 264 dead bodies in Bayda, including 36 children and 28 women, and 195 dead bodies in Ras al-Nabeh, including 56 children and 43 women.
