Cities in Europe and North America account for 78 of the top 100 spots in the Oxford Economics Global Cities Index for 2026. There are 44 cities in Europe, 30 in the United States, and four in Canada. The index evaluates how well the biggest cities in the world integrate economic opportunity with high standards of living, skilled labour, resilient environments, and stable governance.
In the world, London is ranked second, Paris third, Dublin sixth, and Zurich tenth. The top ten cities worldwide include five US cities: New York, Seattle, San Francisco, Boston, and San Jose. Copenhagen, Stockholm, and Oslo are also among the top cities in Europe.
Europe’s top cities stand out for people who value stable governance, environmental performance, and quality of life. Dublin did well in terms of both administration and the environment, while Paris scored particularly highly on quality of life. Zurich and Oslo, which scored best in this area among the top cities in Europe and the US, were also strong on governance.
US cities often have an advantage for companies looking for access to talent and economic power. Additionally, Los Angeles has a comparatively high quality-of-life grade and a great economics score.
