Europe Indicates That it is Prepared for Negotiations with Russia After Months of Hesitation

Europe is making the clearest indications to date that it is prepared to have direct talks with Russia in order to put a halt to the full-scale invasion of Ukraine and determine the future of the continent’s security architecture, following months of hesitation and squabbling.

To address the impending start of the peace process, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre moved ahead and spoke with Russian President Vladimir Putin by phone.

Although Stubb and Støre spoke as “leaders of their respective countries” rather than on behalf of Europe, their Tuesday overture immediately established the Nordic pair as leading negotiators. The Kremlin stated that the three presidents had “agreed to maintain direct telephone contact in the future” in their readout. Meanwhile, a joint team of senior officials from the European Commission and the European Council is being prepared for the upcoming round of negotiations, expected to take place in Abu Dhabi in early November. The precise date has not yet been disclosed.

Commission President Ursula von der Leyen’s chief of cabinet, Bjoern Seibert, is expected to lead the delegation. We are steadfastly dedicated to achieving a just, long-lasting peace and ending the conflict. A Commission official stated, That is our goal and the position we are defending in the ongoing talks.
