Budget for 2027 French Filmmakers Foresee a Crisis

Directors and producers criticise the draft 2027 finance bill as a threat to French film funding in an opinion piece published in the newspaper Le Monde. According to the signatories, the proposed legislation in Parliament could eliminate 400 films over five years, or about 80 movies annually.

Leading names in French and European cinema, such as Jacques Audiard, Costa-Gavras, the brothers Luc and Jean-Pierre Dardenne, Claire Denis, Michel Hazanavicius, Agnès Jaoui, Justine Triet, Julia Ducournau, Cédric Klapisch, and Alice Winocour, are among the signatories. They remark, “The new finance bill runs the risk of eradicating French cinema from our screens on a scale never seen before.” The op-ed’s authors denounce a series of actions that are likely to erode the sector’s two main sources of funding: public funds and private investment.

Furthermore, a 35 million euro levy on the National Center for Cinema and the Moving Image’s (CNC) resources in 2027 is being proposed by Philippe Juvin, the general rapporteur for the budget (Les Républicains). The goal is to reimburse the state for a portion of the extra money expected from changes to the advertising tax laws.

The CNC, which redistributes funds to assist filmmaking, production, distribution, and theatrical screenings, is the beating heart of French cinema. One distinctive feature of this approach is that it costs the state nothing.
